Ready-to-Move or Off-Plan Property in Hurghada: How to Choose for Your Plans
Choosing between a finished Hurghada apartment and one still being built: what you can inspect, when you can use it, delivery and fit-out risks, and what to ask.

Choose by when and how you will use the property, not by the headline price. A ready unit lets you inspect the actual apartment, its view and its running costs, and use or let it soon after the sale completes. An off-plan unit is bought from plans and renders, so delivery, final finishing and the surroundings stay uncertain, usually in exchange for spreading payments. On As-home, only 14 of 174 Hurghada sale listings stated a delivery date on 6 October 2026, so confirm any unit's status with the seller in writing.
Who this guide is for. Buyers comparing a finished apartment in Hurghada with one that is still being built, whether for holidays, a future move or letting. It does not cover prices, payment plans or investment returns; the Hurghada buyer's guide covers prices and the purchase checks, and this piece goes deeper on one decision inside it.
"Ready to move" and "off-plan" are often presented as a question of price. That framing skips what decides whether a purchase works for you: what you can check before paying, when you can first use the property, and how much can still change after you sign. All three depend on your plans, so start there.
What is the difference between a ready unit and an off-plan unit?
A ready unit is built. It may be new from the developer or a resale from a previous owner, and it may be finished, semi-finished or furnished. You can stand in it, test it and see what surrounds it.
An off-plan unit is sold before construction is complete, sometimes before it starts. You buy a floor plan, a specification and, usually, renders or a show apartment, and the developer commits to hand over the unit at a later date.
Between the two sits a grey zone that listings rarely spell out: a building that is structurally complete but not yet delivered, or a compound where your block is finished while the pools, landscaping or beach facilities are in a later phase. Ask which situation you are actually looking at.
Which option fits your plans?
Neither option is better in general. The table shows which one a situation usually leans towards and what to confirm first.
| Your situation | Usually leans towards | Why | Check first |
|---|---|---|---|
| You want to use the property this season or next | Ready | An off-plan unit cannot be used until it is delivered and fitted out | Actual condition, utilities connected, current service charge |
| You plan to let it out soon after buying | Ready | Income cannot start before handover, and the building's rules on letting can be checked now | Building rules on short lets and the holiday-home licensing rules (Arabic) |
| You will pay gradually and do not need the unit for some years | Off-plan can fit | Payments are spread while the building goes up | The developer's completed projects and what the contract says about delay |
| A particular view, floor or orientation matters to you | Ready | You can see the view from the unit; plans cannot show what will be built next door | The view at different times of day, and what the neighbouring plot is zoned for |
| You are buying from abroad without visiting | Either, with extra checks | A ready unit can be inspected for you; an off-plan one relies on documents | A live video walk-through or an independent inspection, and your own lawyer |
| Your budget is fixed and tight | Compare total cost, not price | Finishing, furniture and months of waiting can change which option is cheaper overall | Everything you will spend before the first night you sleep there |
The trade-offs, one by one
1. Seeing the real unit, or a picture of it
With a ready unit, what you inspect is what you buy: the light, the noise, the view, the state of the bathroom. With an off-plan unit you are judging a render or a show apartment, which is styled to sell and may use finishes that are not in your specification. Ask for the written specification of the unit you are buying, not the one you are standing in.
2. Delivery uncertainty
A delivery date is a commitment, not a certainty. Before you compare offers, find out what the contract says happens if handover is late, and what "delivery" means in it: keys only, or keys with water, electricity and finished common areas. A unit delivered while the pool and gardens are still a building site is technically handed over and practically not ready.
3. Fit-out and finishing
"Fully finished", "semi-finished" and "core and shell" are very different budgets and timelines. A core-and-shell unit needs flooring, kitchen, bathrooms and air conditioning before anyone can sleep in it, which takes money and months after handover. If you are comparing a finished resale unit with an off-plan one, add the fit-out cost and time to the off-plan side, along with every season you would spend paying for accommodation elsewhere or forgoing letting income while you wait.
4. Ongoing costs
For a ready unit, ask for actual figures: the current service charge, the last receipts, and whether any arrears are attached to the unit. For an off-plan unit, the service charge is an estimate and the maintenance deposit is often due around handover. Ask when charges start and how they are calculated.
5. The surroundings
A finished compound shows you who lives there, how the facilities are run and how far the beach really is. An off-plan site shows you a masterplan. Ask which facilities are in your phase and when each is due.
What As-home listings say about delivery status
As-home's search groups real-estate listings by the delivery date the seller entered. On 6 October 2026, the 174 properties for sale classified to Hurghada broke down like this:
| Delivery date stated on the listing | Listings |
|---|---|
| 2026 or earlier | 1 |
| 2027 | 3 |
| 2029 or later | 10 |
| No delivery date stated | 160 |

The practical reading is that you cannot sort Hurghada listings into ready and off-plan from the data. Read each description, look at whether the photos show a finished interior or renders, and ask the seller to confirm the status in writing.

Viewing checklist for a ready unit
- Run every tap and shower; check hot water and water pressure on your floor.
- Switch on each air-conditioning unit and ask how old they are.
- On the coast, look closely at balcony railings, outdoor AC units and window frames for corrosion, and at ceilings and corners for damp.
- Visit at two different times of day to see the light, the view and the noise from roads, bars or construction.
- Check the lift, the parking and the walk to the pool or beach yourself.
- Ask in whose name the electricity and water meters are, and for the latest bills.
- Ask for service-charge receipts and confirm there are no arrears.
- If it is sold furnished, get an inventory list signed with the contract.
- Ask whether a tenant is living there and when they would leave.
- Have your own lawyer check the title before any deposit, as the buyer's guide explains.
Developer checklist for an off-plan unit
- Visit a project the same developer has already delivered, and ask owners there how handover went.
- Compare the construction on site with the schedule you are being shown.
- Get the delivery date, the late-delivery terms and the meaning of "delivery" in the contract, in writing.
- Get the finishing specification for your unit as an attachment to the contract.
- Ask which facilities are in your phase and when each one is due.
- Ask for the land and permit documents, and have your lawyer review them.
- Ask whether you can resell before delivery, and whether the developer charges a fee for it.
- Ask when service charges begin and how the maintenance deposit is calculated.
Before you compare two offers
Put both on the same footing. For each unit, write down the price and how it is paid, the date you could realistically first use it, the fit-out and furniture you would still need, the yearly running costs, and what you have been able to verify yourself rather than been told. The cheaper headline price often stops being the cheaper option once those lines are filled in.
If you are not sure which part of Hurghada suits you, staying there first helps. A few nights in a Hurghada holiday home near the compounds you are considering shows you the area, the walk to the sea and the noise at night. For the resort areas south of the city, see the guides to Soma Bay and Sahl Hasheesh. Foreign buyers should also read whether foreigners can buy in Hurghada.
Frequently asked questions
Is off-plan property cheaper than ready property in Hurghada?
Not necessarily. As-home's data cannot answer this, because most Hurghada listings do not state a delivery status. Compare the total cost instead: price, finishing, furniture and the time before you can use or let the unit.
Can I rent out an off-plan apartment before it is delivered?
No. Nobody can stay in a unit before it is handed over and fitted out. After that, letting depends on the building's rules and on the licensing that applies to short stays.
What does "delivery" mean in an off-plan contract?
It depends on the contract. It can mean keys only, or keys with utilities connected and common areas finished. Ask for the definition in writing before you sign.
